Proper packaging of software is part science and part art. In the Red Hat family, everything is distributed via RPM's. RPM's are distributed via yum. While ISV's typically distribute mission critical applications, these applications should be distributed via the same means and channels as all other packages. The Fedora Project has a special interest group (SIG) where ISV's go to ask questions and discuss various issues they have, etc.
